The logistics process represents a complex system. In order for the supply chain to function properly, certain procedures must be completed. One of these is customs clearance services. Regardless of whether it is import or export, all goods entering or leaving a country are subject to document checks and physical inspections. When these processes are carried out completely and systematically, the overall operation proceeds smoothly.

The process known as a customs declaration is a document that must be fully submitted to customs authorities for all goods entering or leaving Turkey. In customs administration services, the declaration is first submitted and then reviewed. During the examination of submitted declarations, additional documents and information may be requested to verify accuracy. To prevent delays, it is important to ensure that all information is verified in advance.

In the final stage, another critical practice of customs authorities is the inspection of the goods to be transported. This ensures that the goods match the characteristics declared in the documentation. As mentioned above, certain control channels are used to make customs declaration checks more efficient.

Customs line colors are divided into four categories: red, green, yellow, and blue lines. Instead of applying the same control to every product, these channels allow appropriate inspection methods depending on the situation. The selection of customs line colors is highly important in terms of both cost and process efficiency. It also reflects risk assessment. Factors such as the type and quantity of goods, the declarant’s record, possible tax liabilities, and the quality and number of documents play a role in determining the line.

Red Line

The red line represents a comprehensive control mechanism in customs procedures. It includes both document verification and physical inspection. Customs authorities thoroughly examine the declaration and all supporting documents.

In addition, the physical characteristics of the goods are inspected and compared with the declared information. Since it involves detailed examination, it is considered the most intensive and comprehensive control process.

Green Line

The green line is used for simpler customs procedures. In this process, no document verification or additional checks are conducted.

Goods assigned to the green line are not physically inspected, nor are their characteristics compared with the declaration. Essentially, the declaration is accepted as approved. Once the required taxes and duties are paid, the goods are released and pass through customs without interrupting the logistics process.

Yellow Line

The yellow line involves document control without physical inspection. In this process, the declaration and supporting documents are reviewed and verified.

If inconsistencies or irregularities are detected, the goods may be transferred to the red line for physical inspection. Additionally, goods with special statuses—such as those under temporary import—are processed through the yellow line. Temporary import refers to goods brought into a country for a limited time (e.g., for exhibitions or fairs) and later re-exported. Since these goods are not permanently imported, they are generally exempt from certain taxes and duties.

Blue Line

The blue line is a special control mechanism. It allows goods to be automatically released based on the submitted declaration.

Goods assigned to this line are not subject to physical inspection or document comparison. However, to benefit from the blue line, the logistics operation must be carried out by authorized parties with special status approved by the Ministry of Trade. This includes companies with authorized economic operator (AEO) status or approved trader status.

Although no checks are performed during the initial process, customs authorities may later conduct inspections and document verifications after the goods have been delivered.

This structured system of customs lines ensures that logistics processes are carried out efficiently, safely, and in accordance with regulations.
