Origin is a frequently used term and refers to the economic nationality of a product. For example, plants and vegetables harvested in Türkiye are considered to be of Turkish origin. A Certificate of Origin is a document stating that the exported goods originate from the country where the certificate is issued and approved, and that after certain changes, processes, or procedures, the goods should be considered as originating from that country.

Customs procedures are an important part of international trade. The processes carried out at customs are governed by agreements between countries. These procedures may also involve factors such as quota restrictions applicable in the importing country. Minerals, precious goods, plants, vegetables, fruits, or animals obtained directly from a country’s territory are considered to originate from that country. In addition, if a product comes from another country and undergoes significant transformation, it may then be regarded as originating from the country where those changes occurred. The key condition here is that the value of the product must have increased by 100 percent as a result of these transformations.

Validity Period of the Certificate of Origin

Certificates of Origin linked to binding tariff information are valid for six years, while those related to binding origin information are valid for three years. Certificates submitted later are valid for six months from the date of customs declaration registration.

Certificates of Origin may also be issued after the shipment of goods has taken place. Depending on bilateral or multilateral agreements between countries, Certificates of Origin issued retroactively are generally considered valid.

Who Issues the Certificate of Origin and Where Is It Obtained?

When issuing a Certificate of Origin, questions often arise regarding who prepares the document and where to apply. Certificates of Origin are prepared by exporters or their legally authorized representatives and are generally issued by the chambers of commerce and industry to which the exporting company is affiliated. For certain countries, additional approval from consulates may also be required.

The documents required for the Certificate of Origin are obtained from the relevant chambers by authorized representatives of the company, and the same chambers also approve the documents. In import procedures, the Certificate of Origin is an essential and mandatory document.

For Which Countries Is a Certificate of Origin Issued?

Although the Certificate of Origin is an important document, it may not be accepted by every country. Its use is generally limited and it can be issued for all countries worldwide except those where EUR-MED or certificates of origin proof are applicable. If an exporter wishes to issue a Certificate of Origin for a country that already accepts proof of origin, an additional undertaking letter must be attached to the certificate. This letter must be printed on company letterhead and signed and stamped with a wet signature. Furthermore, the document must be presented during customs export declaration approval.

Required Documents for a Certificate of Origin

Having a Certificate of Origin for goods is extremely important both for the exporting country and for the company involved. It clearly identifies the country of origin and the firm responsible for the trade. An examination of a sample Certificate of Origin shows that all required information is included in the document. The same information is also present in electronic Certificates of Origin, including details about the importer, buyer, country of origin, transportation information, and remarks.

Before applying for a Certificate of Origin, the necessary documents must be prepared. The required documents and information include the following:

• Trade name, full address, and location of the exporter
• Official trade name, full address, and country of the importer
• Country accepted as the origin of the products
• Transportation details
• Information processed by the chamber
• Product details such as item number, brand, type, and packaging
• Gross weight of the goods
• Sections to be sealed by the chamber
• Importer’s company stamp and signature on the application form

After completing the information, additional documents are requested for approval of the Certificate of Origin. These include the Turkish commercial electronic invoice, which must also be notarized. Another required document is the customs import declaration that indicates the original origin of goods that are not of Turkish origin.

Once all documents are completed, the application for the Certificate of Origin can be finalized. Unless there are exceptional or adverse circumstances, the necessary documents for the Certificate of Origin are approved. This officially confirms that the goods originate from the relevant company and country.

The global distribution of products manufactured in Türkiye carries significant importance in emphasizing their national origin.
